Administration 
is the most important District in any City where the Level of all other Districts in the City cannot surpass that of the current Admin Level*.
The District also levies Taxes at a Rate of 300 Silver 
per Admin Level of the City, per Day. A lot of people means a lot of money!
Most Cities start with a Level 1 Admin District; Cross Hill and Coldport being the two exceptions where both begin at Level 2.
To Upgrade the Admin District you must earn your Reputation 
in the City by completing Contracts to Transport Resources from Mines into the City, with a few Additional Means.
Up until Level 7, every new Level of Administration unlocks one new Buildabile Location with Construction of the new District limited by each City's Plan for each District Type.
